Liberty square with the existing opera house and the planned concert hall is located very central in the downtown of Wrocław just 2 blocks from Rynek, the main historical square and heart of the city. Despite its great location, the Liberty square is cut off from the city centre by Kazimierza Wielkiego street with heavy traffic.

In the context of the design selection for a new Wrocław Concert Hall, Erick van Egeraat designed a masterplan that would further allow the development potential for the area between the Concert Hall and the City Hall Square/Market Square. The plan makes the Liberty square more accessible by organizing a serious reduction of car traffic between the square and the city hall/Market. This improved infrastructural situation allows for a more direct and dynamic relation between the cultural activities that take place on and around the square (among others Opera House, museum, planned Concert Hall, extension and refurbishment of Royal Palace), and the commercial, residential and retail that is spread in the existing centre. This existing centre is densified with additional 210.000 m2 of residential, retail, hotel and parking spaces. This densification will be realized by carefully adding to, and where required, completing the current urban fabric. This masterplan allows the city centre of Wroclaw to anticipate on current and future economic and social developments within a contemporary but sensitively applied framework.
